Military or naval operations may be the proper und Indeed the only answer to outrages committed under the unthority or in, the absence of any government against the British flag und British nationals, but they are not a remedy for the conditions which hʊve produced the stagnation of trade, nor are they un effective reply to the economia boycott from which trade hae most suffered.
The boycott weapon has recently been directed primarily against British trude; but in past yours it was Just as effectively directed against the Japanese whose military occupation of Hankow during the years 1911-1922 was found to be no adequate reply to this attack.
The uppiloution of the general polloy adopted by H.M. Government to the situation at Canton, which for so many mon the was most disastrous to British trude, has produced an improvement in that situation which gives encouragement for the future. The decision of H.M.Government to despatch a forge to shanghai for the purpose of proteuting British life at that important trade port, und proviaing u secure refuge to those who were forced to leave the interior of China, is justifying itself by the results; and there is evidence reaching us from many urters that the authorities in many parts of Chine are increasingly taking steps to deal with the boyoors associations and extremist elements which have been chiefly responsible for fostering and developing every kind of unti-foreign activity.
